Some more fantabulous news...NOT!

As we shared when the new adoption law was passed in December, adoptions must be registered with the new Central Authority within 30 business days of the Implementation date of December 31, 2007. The Central Authority will be an autonomous organization called the Consejo Nacional de Adopciones (CNA). The CNA will have a directive body made up of 1 representative each from the Foreign Affairs Ministry, Supreme Court, and Social Welfare (Bienestar Social). Each organization must name its representative within 2 weeks (15 business days) of the effective date and write regulations within 60 days of the effective date. All three entities have named their representatives.

We have just been informed that the Bienestar and the Ministry of Foreign Affairs have decided to review their choices of representatives to the CNA. Those two organizations have suspended their nomination, pending review of their appointment.

What this could mean is yet another delay in the implementation of the office of the Central Authority. On a positive note, it is an opportunity for creating a more “adoption friendly” CNA.

We understand that this is heartbreaking news as we are all hoping that the Central Authority will be up and running soon. We hope and expect that this will not create a significant delay.

Another delay...what else is new.
